Hamar municipality and Tieto have entered into a strategic cooperation agreement to develop the next generation of data-driven municipal services. The agreement marks a milestone in several ways: It demonstrates how the public and private sectors can co-create new solutions, and it supports Hamar municipality’s ongoing transformation toward more data-driven decision-making, more efficient processes, improved services, and smarter use of resources.
The collaboration is based on Tieto Data Nest, a platform that enables organisations, sectors, and partners to structure, share, and develop data across boundaries.
In recent years, Hamar municipality has been one of Norway’s most active municipalities in data-driven innovation, including through Smart Data — an Innovation Norway–supported innovation partnership between Hamar municipality, Hias IKS, Indigo IKT, and the private actors Tieto, Halogen, and Wiersholm.
The innovation project is an example of how the public sector can collaborate with technology-leading environments to develop entirely new solutions that do not yet exist on the market, and has shown how municipalities, domain experts, and technology partners can create significant societal value through integrated teamwork. The new agreement builds on this foundation and formalises Data Nest as a central platform for the municipality’s continued digitalisation and data sharing.
“Data Nest creates a living data ecosystem where organisations can find, combine, and use data to develop new products and services. The agreement with Hamar municipality illustrates how a modern data platform can provide both speed and direction in the municipality’s transformation efforts, and offer a solid foundation for moving data-driven innovation from isolated projects to daily operations and scaling. When the public and private sectors collaborate on data, entirely new opportunities for insight, quality, and innovation arise—and the partnership between Hamar municipality and Tieto shows what this looks like in practice,” says Gry Arnesen, Head of Data Services at Tieto Indtech.
“This agreement is an important milestone for Hamar municipality. We are not only investing in a technical platform, but in our ability to use data as a strategic resource. This gives us a stronger basis for developing services, making better decisions, and enabling safe and beneficial use of artificial intelligence in the municipality,” says Ronny Pedersen, Head of Digital Service Development at Hamar municipality.
